The programs are real, but they are not automatic. Each has its own income limits, property requirements, application process, contractor rules, and funding availability. This guide explains the basics and shows you where to start.

Are There Grants to Help Pay for a Roof in Maine?

Yes. Maine has programs that may help qualifying homeowners pay for necessary roof repairs or certain roof replacements.

MaineHousing's Home Accessibility & Repair Program may provide grants for necessary repairs, including roof and chimney work. Its Emergency Grant may help address severe roof leaks.

Fortify Maine is a planned state grant program for stronger, storm-resistant roofing systems. Its launch has been delayed: it is not accepting applications, and the state anticipates opening in the 2027 construction season.

Eligibility and funding are never guaranteed. Homeowners should contact the administering agency before hiring a contractor or beginning permanent work.

Do not assume that work completed before approval will be reimbursed. These programs may require an application, property evaluation, approved scope, contractor approval, inspections, or written authorization before construction begins.

Maine Roof-Assistance Programs

MaineHousing Home Accessibility & Repair Program

MaineHousing's Home Accessibility & Repair Program helps eligible lower-income homeowners pay for professional home repairs and accessibility improvements. Roof and chimney repairs are specifically included among the types of work that may qualify. The program is administered locally through Community Action Agencies.

How Much Assistance May Be Available?

Home Repair Grant

Up to $30,000

For eligible necessary improvements, including structural repairs and qualifying energy-related repairs or improvements. Roof and chimney repairs are listed among the types of work the program may support.

Emergency Grant

Up to $15,000

For urgent health and safety conditions. MaineHousing specifically identifies severe roof leaks, loss of heat during winter, and dangerous electrical systems as examples.

Accessibility Grant

Up to $15,000

For changes that make a home safer and more accessible for a person with a physical disability.

These are maximum grant amounts. The actual award depends on homeowner eligibility, the property, the approved work, available funding, and current program rules.

What Repairs May Be Covered?

MaineHousing identifies the following examples:

  • Roof and chimney repairs
  • Structural repairs
  • Heating and electrical-system repairs
  • Well repair or replacement
  • Window and door repair or replacement
  • Siding repair or replacement
  • Energy-efficiency improvements
  • Accessibility improvements for people with disabilities or physical barriers

Basic Eligibility Requirements

According to MaineHousing's current webpage and 2025 program brochure:

  • The applicant must own and occupy the single-family home being repaired.
  • The applicant must have owned and lived in the home for at least one year before applying.
  • The household must meet the program's current income guidelines.
  • Household income must generally be at or below 80% of the applicable area median income.
  • Everyone listed on the property deed must sign the program paperwork, including deed holders who do not live in the home.
  • The proposed work must be evaluated and approved through the program.
  • Professional contractors approved by MaineHousing perform the work.

Income limits depend on household size and location. Homeowners should check MaineHousing's current income-limit document rather than relying on an older dollar amount found on another website.

How to Apply

    Contact your local Community Action Agency

    MaineHousing directs homeowners to apply through the agency serving the county where the home is located.

  2. 02

    Explain the condition of the roof

    Tell the agency whether you have an active severe leak, broader roof failure, structural damage, or another health and safety concern.

  3. 03

    Complete the eligibility review

    Be prepared to provide household-income information, proof of ownership, residency information, and other requested documents.

  4. 04

    Collect the required signatures

    Every person listed on the deed must sign the program paperwork, even if that person does not live in the home.

  5. 05

    Follow the agency's inspection and contractor process

    The program may have specific rules governing inspections, estimates, contractor approval, scope of work, and construction.

  6. 06

    Wait for authorization

    Do not begin permanent work based on the assumption that it will be reimbursed. Wait until the agency clearly explains what has been approved.

Fortify Maine Homes

Not yet open (2027 anticipated)

Fortify Maine is a planned state program that would help eligible homeowners pay toward a roof built to the IBHS FORTIFIED standard. As of July 16, 2026, the Maine Bureau of Insurance says the launch has been delayed by administrative issues and it anticipates opening for applications in the 2027 construction season. No exact date has been announced.

The state lists standard grants of up to $10,000 and enhanced grants of up to $15,000 (based on SNAP or MaineCare enrollment), paid to the roofer after completion and final inspection. Don't begin construction expecting a future grant.

What Should You Do if Your Roof Is Leaking Now?

A grant application may take time. Water entering the house needs attention now, but homeowners also need to avoid performing work that could interfere with program eligibility.

    Protect people first.

    Keep occupants away from sagging ceilings, wet electrical fixtures, standing water near outlets, and visibly unstable areas.

  2. 02

    Move belongings when it is safe.

    Protect furniture, electronics, photographs, and other items from continuing water exposure.

  3. 03

    Document the damage.

    Take clear photographs and videos of the interior leak, stained ceilings, damaged belongings, and visible exterior conditions from the ground.

  4. 04

    Do not climb onto a wet or damaged roof.

    A roof that is wet, icy, steep, leaking, or structurally compromised is not a safe place for an untrained homeowner.

  5. 05

    Contact the Community Action Agency serving your county.

    Explain that the roof is actively leaking and ask whether it could qualify for emergency assistance.

  6. 06

    Ask about temporary protection.

    Before authorizing work, ask whether emergency tarping or another temporary measure is permitted and what documentation the agency requires.

  7. 07

    Keep written records.

    Save emails, inspection notes, photographs, estimates, receipts, and the names of the people you speak with.

  8. 08

    Wait before authorizing permanent replacement.

    Do not sign a permanent roof-replacement contract based on the assumption that a grant will be approved.

If there is an immediate threat involving fire, electrical contact, structural collapse, or personal safety, leave the affected area and contact the appropriate emergency service. A grant application is not an emergency-response service.

Does a severe roof leak qualify as an emergency?

MaineHousing specifically lists severe roof leaks as an example of a condition that may qualify for its Emergency Grant. The Community Action Agency must determine whether a particular homeowner, property, and roof condition qualify.

Does MaineHousing give every qualified homeowner $30,000?

No. The brochure identifies $30,000 as the maximum Home Repair Grant. The actual amount depends on eligibility, the approved work, available funding, and program rules.

Can Pine & Gable approve my grant application?

No. MaineHousing, the local Community Action Agency, the Maine Bureau of Insurance, or another program administrator makes eligibility and funding decisions. Pine & Gable can help evaluate and document the roof when the program permits it.

Can I hire any roofing contractor?

Not necessarily. MaineHousing states that contractors performing program work must be approved through the program. Fortify Maine may also impose contractor, evaluator, installation, and inspection requirements. Contact the program before hiring a roofer for grant-funded work.

Should I replace the roof and apply for reimbursement afterward?

No. Do not assume previously completed work will be reimbursed. Apply first and wait for the agency to explain its approval, contractor, inspection, and construction process.

What if someone else is listed on my property deed?

MaineHousing's brochure says everyone listed on the deed must sign the program paperwork, even if a deed holder does not live in the home.

Can a rental property receive Fortify Maine funding?

No. The current Fortify Maine requirements exclude rental properties, camps, seasonal residences, and condominiums. The property must be the homeowner's primary residence.

Is Fortify Maine currently accepting applications?

No. As of July 16, 2026, the Maine Bureau of Insurance says the program is closed and anticipates remaining closed until the 2027 construction season.

Can I apply if I live outside Southern Maine?

MaineHousing works through Community Action Agencies serving counties throughout Maine. Pine & Gable's ability to inspect or complete roofing work depends on the property location, project scope, scheduling, and program requirements.
